Mr. Almoayyed received his BSc in Geology from Cairo University in 1973, and a BS in Petroleum Engineering (Honors) from the University of Tulsa, Oklahoma, in 1977.

Prior to his current post, he was Deputy Chief Executive Officer and Board Secretary of Tatweer Petroleum, responsible for working with the Chief Executive Officer in carrying out the leadership activities and direction for the company in planning, strategy implementation, and executing development activities and related initiatives of the company.

He was also Deputy Chief Executive for Exploration and Production at BAPCO. His career development included work assignments with Chevron USA 1979 – 1980 in the upstream areas of the central region of the U.S. In 1983 he was entrusted with direct responsibilities for establishing sales and marketing functions under one business unit for both domestic and global export markets. His responsibilities widened to cover the planning and execution of export sales of Bahrain’s share of Abu Safah crude oil production, aviation sales and development of the lube base oil project in the Bahrain refinery.

Hashim Al-Rifaai

Hashim Al-Rifaai


Mr Al-Rifaai is an engineer with over 34 years of diversified professional experience in the oil and gas industry. He has worked for the public, private and NGO sectors.

Through his career, he occupied numerous positions including Deputy Chairman of Kuwait Oil Company (KOC), Managing Director for Corporate Planning (KPC), and Chairman of the Board and Managing Director of two KPC subsidiaries: the Oil Development Company (ODC) and KGOC. Besides being the president of PMI Arabian Gulf Chapter, Mr Al-Rifaai is the technical advisor to the Kuwaiti minister of Planning and Development.

He is credited with presenting several research studies concerning project and program management, energy economics, R&D, capital and strategic planning.
Mr. Al-Rifaai is the Chairman of Canadian Advanced International (Edmonton, Canada), and a member of Accenture’s Energy Board, as well as MAI Resources in Switzerland. Finally he is a member on the board of trustees of ASHRM and a nominee for PMI’s board.

Sh. Mohamed bin Khalifa bin Ahmed Al-Khalifa graduated with honors from the King Fahd University of Petroleum and Minerals with a B.Sc. degree in Electronics. He completed his higher education in the United Kingdom with a postgraduate diploma from the University of Cambridge and an Advanced Masters from the Imperial College of Science, Technology and Medicine. He also holds an MBA from DePaul University, Kellstadt Graduate School of Business.

He joined the Ministry of Finance, Kingdom of Bahrain in the year 1999 where he became Director of Government Shareholdings in 2005. During his tenure at the Ministry he worked on the privatization of key projects including the privatization of Power Plants, Seef properties IPO and Muharraq STP. He is a former Board member of The Bahrain National Gas Expansion Co., Central Bank of Bahrain, Lulu Tourism Co. and Bahrain-Qatar Causeway Foundation.

He was appointed as the Chief Executive of The Oil & Gas Holding Company in 2011. He is currently a Board Member of several companies including the ‘National Oil & Gas Authority’ and ‘The Bahrain Petroleum Co.’

Franco Restelli is President – Europe, Middle East and Africa for the Process Automation Business at Schneider Electric. He has a track record of customer centricity, rigor in execution and has proved a transformational leader in the various businesses and geographies he has lead. Franco is also credited with mentoring a number of managers who now hold leadership positions in various capacities. Franco’s areas of focus are rapidly emerging economies, strategic planning and exceeding both internal and external customer expectations in addition to overall responsibility for the EMEA geography.

He joined Invensys (now part of Schneider Electric) in 1998 as Managing Director of the company’s Italian operations, expanding activity in the Mediterranean area and supporting the SCADA business acquisition from GE. In 2002 he became President of Sales and Marketing for Invensys Process Systems in Europe, Middle East and Africa, expanding the company’s presence in North Africa and the Caspian regions and consistently generating double-digit orders growth in the region. In 2005, he was promoted to Deputy President, EMEA, and Vice President, Western Europe, with full responsibility for the company’s operations in Western Europe and Africa, realizing the transformation of the region in a fully integrated and functionally aligned area.

Prior to his current role, Franco served as Vice President, Global Technical Competitiveness of Invensys Process Systems in Dallas HQ, responsible for delivery, manufacturing and R&D transformation plans aimed at gaining competitive advantage while reducing cost and assets investment and exploring innovative partnership opportunities.

Before joining Invensys, he served as BU Manager, Tooling & Blocks Production Lines, for the Fiat Group in Turin, Italy. He was also Sales Director for the Swiss-Italian Gavazzi Engineering Group and a Project Manager for Philips Automation.

He is member of The Council for the United States and Italy Relationships, the Ambrosetti – European House and is on the Board of the AIDIC (the Italian Chemical Engineers Association). He completed his secondary studies in Bogotá, Colombia, and his undergraduate studies at the Politecnico di Milano in Italy.

Majeed graduated as a B Sc Mechanical Engineer from the Glamorgan University in Wales in 1978. He joined work in Bahrain as an Engineer specialised in the design, construction, maintenance and inspection of Aviation facilities, including design and construction of storage tanks and fuel hydrant systems.

In 1981 he was assigned to Air BP, the international aviation fuel marketing business for the BP Group. With Air BP in London, Majeed has had a number of engineering and operational posts supporting the supply, transportation, storage and on-airport distribution of aviation fuels. During his career Majeed was nominated as Chairman of ‘GCC Aviation Committee, to set the main operating standards for aviation fuelling systems for the local Gulf States companies.

In 2010 Mr. Majeed was appointed as the General Manager for Bahrain Aviation Fuelling Company. He retired in January 2012 and was appointed as Board of Directors of Bahrain Petroleum Co. (BAPCO)

Throughout his time with professional work, Majeed has always had a special interest in voluntary and community services.

He is the recipient of SECTION LEADER OF THE YEAR 2012 Award by ISA globally for his outstanding contribution in an innovative way provided exceptional value to the local Section. Presently He has been elected as Vice President of ISA’s Europe , Middle east and Africa region for the period 2015 -16 . Expertise includes project management, project and process engineering, feasibility studies, cost estimations, planning and scheduling, Front End Engineering Design (FEED) and Engineering, Procurement and Construction (EPC).

Proven ability to lead and manage a portfolio of projects with multi-national / multi-disciplinary project teams and international contractors.

Have successfully led the LSDP Project (Hydrocracker Unit) and other major projects include Sulphur Handling Facilities, Waste Water Treatment Plant Project, New Saudi-Bahrain (A/B) Pipeline Project, CO2 Recovery Plant Project, Independent Terminal Bahrain Project, Steam Turbo Generator Project, Bahrain LNG Terminal Project (Feasibility), Pilot Solar Power Project and Lube Base Oil Project.

Currently leading the development and execution of the ambitious Bapco Modernization Program (BMP) as Program Director. The BMP is not a single ‘Project’ but a ‘Program’ which, in project management terms, is a group of related projects managed in a coordinated way to obtain maximum benefits. The objective is to improve gross margins by concentrating on middle distillates production at an increased refinery capacity with technologically advanced resid conversion units to eliminate fuel oil. It is envisaged that the BMP, presently in its front-end development phase, will be split into individual work packages or ‘projects’ for better manageability, coordination and ease of integration with the existing Refinery. At circa US$ 5 billion+, it will be the single largest investment ever not just for Bapco but also the Kingdom of Bahrain.

He is also a graduate of PMI’s coveted Global Project Management Leadership Development Program held in USA. He is currently pursuing his Ph D in the area of “Strategic Project Management Leadership”. He is Certified Cost Consultant (CCC)®, Project Management Professional (PMP)®, and an Associate Value Specialist (AVS)®.

He has 28 years of broad-based Oil & Gas, Petrochemical and Power industry experience in Operations and Project Management, and has worked in India, Nigeria, USA, Bahrain, Qatar and Saudi Arabia. He is associated as Projects Director with Kentz Engineering International Ltd, a Multinational EPC company.

Mr Pillai has spoken at more than 20 International events; and was a Keynote & Invited Speaker for many. He also chaired few international conferences in Project Management and has been a frequent speaker for various professional associations for motivating and inspiring their membership in different areas of professional development.

Mr Pillai was awarded the O T Zimmerman Founder’s award by AACEI ( )in 2008 for his contribution to the ‘Global Cost Management Professional Community”, and is a recipient of the Millennium Achiever Award of International Institute of Success Awareness.

Ahmad al Majed is currently at the post of Team Leader Process design. He Joined Kuwait refining industry in 1991 after finishing the BS degree in Chemical Engineering from Kuwait University. And, has built his experience in refinery advanced process control , optimization, process engineering and project management . Mr. al Majed has participated in papers in Hydrocarbon Processing and technical conferences in the region such as ARAMCO 2005 and PETROTECH-India 2010 and IPRC 2014 . Mr al Majed also has an MBA from Leeds university.
